You can use woven elastic which doesnot lose its stretch easily unlike knitted ones.

You can use small back stitches to sew – they make sturdy stitches just like the machine made stitches. Hand sewing takes a little more time than machine stitching, but nothing impossible. I need it for pul on independent sleeves. I Ned it to really stretch for different sizes of arms.
